Disbursing the second batch of the Japanese grant to improve the conditions of the camps

The Steering Committee of the Japanese Grant approved the disbursement of the second installment of the grant, within the project to improve refugee camps (Balseeb) in the West Bank, in which strategic plans were completed based on the needs of the population.
The value of the second installment is (20%) of the total amount of the grant amounting to (one billion Japanese yen), equivalent to (9,091,735 US dollars), and it is transferred in batches based on the progress of the project’s procedures.


The grant targets the camps within the first and second phases of the (Balseeb) project, in which strategic plans are being implemented based on the needs of the population, and will be disbursed during the next four years. The steering committee also approved, during its second meeting, the infrastructure projects for the camps of the first phase of the camp improvement project, which are Aqabat Jaber, Jalazun and Askar al-Qadim camps.


The payment of the payment was approved during a meeting held at the headquarters of the Department of Refugee Affairs in Ramallah, in the presence of the head of the Department of Refugee Affairs, Dr. Ahmed Abu Holi, the Japanese Ambassador to Palestine, “Masayuki Magoshi,” the head of JICA’s office in Palestine, “Toshiya Abe,” and the representative of the Ministry of Finance, Hussein Jaloudi. The Economic Cooperation Coordinator, Ms. Asaka Ishiguro, participated from the JICA headquarters in Tokyo, in addition to representatives from the JICA office in Palestine, and the Japanese team of experts headed by the chief expert “Masaya Sekiguchi” and local experts, and the peer team crew in the Refugee Affairs Department Headed by the project manager, Yasser Abu Kishk.


Dr. Abu Houli started the meeting with a welcoming speech, in which he welcomed the attendees, and expressed his appreciation for the tireless and fruitful work of all these parties to support the camps, praising the success of the launching ceremony of camp improvement projects for the second phase (in Seeb 2), in the camps (Ain Al-Sultan, Nour Shams, Al-Fawwar).


Abu Holly expressed his thanks to the Japanese government and the JICA Foundation, and everyone who works to support the camps in Palestine, praising the Foundation's adoption of the second phase of support for the camps, its commitment to the project until (2025), and the financial support provided for that. He also expressed his aspiration for the continuation of Japanese support directed to the camps to include all Palestinian camps in the West Bank, Gaza and the Diaspora.


For his part, the director of “JICA” expressed his thanks to Dr. Ahmed Abu Houli for his support of the project and his cooperation with the Japanese Agency. He also thanked the Ministry of Finance for the success of the project to improve the conditions of refugees in the Palestinian camps, appreciating the ministry’s efforts in releasing the second batch at a rate of (20%). From the value of the total amount of the grant, allocated to support Palestinian camps in the West Bank in the field of infrastructure.
In turn, Al-Jaloudi expressed his thanks to the Department of Refugee Affairs and the Japanese side for their efforts to improve the conditions of the Palestinian camps, and spoke about the efforts made to release the 20% allocated to support the camps, and talked about the role of the Ministry of Finance and its current and permanent support to support these projects to improve all camps.

During the meeting, a review of the total projects submitted for the grant in the field of infrastructure targeting the camps of the first phase (Aqabat Jabr, Jalazun and Askar al-Qadim) of the “Bal Seeb” project, which came based on the real needs of the population.


The set of criteria to be achieved for the disbursement of the second batch of the grant was also reviewed, the achievement of which was verified through clear indicators that can be measured and verified.
