Palestine celebrates the International Day of Persons with Disabilities

The United Nations celebrates the International Day of Persons with Disabilities this year under the slogan “Leadership and participation of persons with disabilities towards an inclusive and sustainable world in the post-Covid-19 era”.

The World Health Organization estimates that more than one billion people, or about 15% of the world's population, suffer from some form of disability.

In Palestine, the final results of the Palestinian Central Bureau of Statistics for the General Census of Population, Housing and Establishments 2017 stated that the number of Palestinians with disabilities in Palestine reached 92,710 individuals, including 44,570 individuals in the West Bank and 48,140 in the Gaza Strip.

And the Palestinian Central Bureau of Statistics indicated that the percentage of individuals who had at least one difficulty in 2017 in Palestine was about 6%, with a slight discrepancy between the Gaza Strip and the West Bank; about 7% and 5%, respectively.

As for the definition of disability (it is not possible completely and it is very difficult), the percentage of individuals with disabilities in Palestine reached 2% of the total Palestinian population, about 2% in the West Bank and 3% in the Gaza Strip.

In its data, the statistics indicated that in 2017, 1.1% of individuals in Palestine had a movement disability, which constitutes the most prevalent disability among the disabilities. % For both of them.

In Palestine, several governorates celebrated the International Day of Persons with Disabilities.

In Qalqilya Governorate, a celebration was held under the slogan “Rebuilding a Diversified, Inclusive, Inclusive and Accessible Society for All.”

The Deputy Governor of Qalqilya, Hussam Abu Hamda, stressed the importance of implementing the Persons with Disabilities Law, which guarantees their rights, supports their involvement in society and gives them adequate opportunities to prove themselves and their abilities, stressing that this will only be done with the efforts of unified and unified authorities next to each other.

For his part, the Director of Education in Qalqilya, Amin Awad, said that education supports this group by all available means, and it is a necessary partnership until full partnership is achieved in building the daughters of the country, and is also trying to integrate them and harmonize them with the school environment to suit them.

For his part, the head of the Union of Persons with Disabilities, Bayan al-Tab, stressed the importance of persons with disabilities obtaining their rights, calling for the implementation of the health insurance law and the harmonization of Law No. 4/99 in line with the international convention.

He stressed the continuation of work to achieve the rights of persons with disabilities, and pointed out that the percentage of people with disabilities in Palestine is the highest in the world due to the occupation and its crimes against our people.

In Jericho, the General Union of Persons with Disabilities and the Union of Rehabilitation Committees Centers in the West Bank organized a celebration and entertainment day as part of the activities and events of the International Day of Persons with Disabilities.

The event was attended by the Deputy Governor of Jericho and the Jordan Valley, Yusra Al-Suwaiti, the head of the Union of Rehabilitation Committee Centers Ahmed Rabie, the Director General of Social Development in the Governor of Jericho and the Jordan Valley, Hanadi Brahma, and the head of the Union of Persons with Disabilities in Ali Ola Governorate.

Al-Suwaiti stressed that people with disabilities are an important segment of society that receives the attention and follow-up of President Mahmoud Abbas and the government, which is working to have a decent life and provide all possible support.

In turn, Brahma touched on the policy of the Ministry of Development and its keenness to find a system and legislation that preserves the rights of people with disabilities and marginalized classes, and to bring about real social development.

The representative of the Federation, Abdel Hamid Asi, also called for the necessity of increasing the employment rate and accommodating persons with disabilities, especially qualified and skilled ones, in addition to harmonizing public and private institutions, as well as providing treatment.

In turn, the Ministry of Education confirmed the employment of all available capabilities to support students with disabilities. In a statement, she stressed her mission “towards the participation of all students without exception in the least restrictive environments, regardless of individual differences in all classroom and extracurricular activities of the school, in line with the right of everyone to participate in the educational, educational and learning life in the school, and to provide psychological, educational and social support, and developing their capabilities according to the individual needs of each of them.

She said that inclusive education is “an education that does not exclude any student regardless of difficulty, disability, gender or color, provided that individual differences are taken into account and needs are met, and this requires radical changes to the education system in line with globally agreed principles in response to the fourth goal of sustainable development, quality education.” and comprehensive, which emerged from the strategic plan (2017-2022) within its strategic objectives and programs to achieve the inclusive education.”

It indicated that it took the initiative to appoint specialized and qualified cadres (special education supervisors, inclusive education, and resource room teachers), in addition to developing their capabilities and the capabilities of school teachers and administrative bodies, to raise awareness of the rights of students with disabilities and train them on inclusive education practices, along with preparing school buildings; To receive the 5980 students with disabilities who are integrated into general education schools within special programs adapted to their needs.
