The Arab League Council rejects the "Deal of the Century" for violating the terms of reference of the peace process

 The Arab League Council affirmed the rejection of the American peace plan known as the Deal of the Century for violating the terms of reference of the peace process based on international law and relevant United Nations resolutions.

The decision reaffirmed the centrality of the question of Palestine to the entire Arab nation, the Arab identity of occupied East Jerusalem, the capital of the state of Palestine, and the right of the State of Palestine to sovereignty over the entire territory occupied in 1967, including East Jerusalem, its air and sea space, territorial waters, natural resources, and its borders with neighboring countries.

The Council of the League of Arab States held at the ministerial level an extraordinary session on Saturday 1-2-2020 under the chairmanship of the Republic of Iraq, at the request of the State of Palestine and in the presence of His Excellency President Mahmoud Abbas, President of the State of Palestine, and Mr. Secretary-General and the Ministers of Foreign Affairs of the Member States at the headquarters of the General Secretariat in Cairo.

And after reviewing the memo of the General Secretariat, after listening to the speech of His Excellency President Mahmoud Abbas, and the interventions of the ministers and heads of delegations and Mr. Secretary-General, and in light of the Council’s discussion of the so-called “Deal of the Century” put forward by the American President and the head of the Israeli occupation government on 28/1-2020 which It is not an appropriate plan for achieving a just and lasting peace but rather a new setback in peace efforts spanning three decades

In light of the fact that this deal culminated in the unjust and unjust US decisions that violate international law regarding Jerusalem, the Golan, Israeli colonial settlement, the refugee issue, and UNRWA, and it will not succeed as a violation of the international references to the peace process and does not meet the minimum aspirations and rights of the inalienable Palestinian people, foremost of which is the right to self-determination and establishment His independent, sovereign state on the lines of June 4, 1967, with East Jerusalem as its capital, and the right to return are based on United Nations General Assembly Resolution 194 of 1948.

By this, the Council affirms all its decisions related to the Palestinian issue and the Arab-Israeli conflict at the level of the ministerial summit, especially the last two summits, the Jerusalem Summit that was held in Dhahran in Saudi Arabia 2018 and the Tunis 2019 Summit.

Decide:

1- Reaffirming the centrality of the Palestinian cause to the entire Arab nation, the Arab identity of occupied East Jerusalem, its capital, the State of Palestine, and the right of the State of Palestine to sovereignty over all its lands occupied in 1967, including East Jerusalem, its air and sea space, its territorial waters, its natural resources, and its borders with neighboring countries.

2- Rejecting the American-Israeli "Deal of the Century", as it does not meet the minimum rights and aspirations of the Palestinian people, and contradicts the peace references based on international law and the relevant United Nations resolutions, and calls on the American administration to abide by the international references for a just, lasting and comprehensive peace.

3- Ensuring that this unfair deal is not dealt with, or cooperating with the American administration in its implementation in any way.

4- Emphasizing that the Arab Peace Initiative, as recognized in its texts in 2002, is the Arab minimum acceptable for achieving peace, by ending the Israeli occupation of the entire Palestinian and Arab territories occupied in 1967, establishing a sovereign and independent State of Palestine with East Jerusalem as its capital, and finding a just and agreed solution To the issue of Palestinian refugees in accordance with United Nations General Assembly Resolution 194 of 1948, and to assure that Israel, the occupying Power, will not enjoy normalization with the Arab states unless they accept and implement the Arab Peace Initiative.

5- Emphasizing on adhering to peace as a strategic choice to solve the conflict, and the necessity that the basis of the peace process be a two-state solution in accordance with international legitimacy decisions, the Arab peace initiative and the adopted international references, and the way to do so through serious negotiations in a multilateral international framework, to achieve a comprehensive peace that embodies Independence and sovereignty of the state of Palestine on the borders of June 4, 1967 with East Jerusalem as its capital, to live in peace and security alongside Israel.

6- Emphasizing working with influential and peace-loving international powers just to take appropriate action on any plan that would prejudice the rights of the Palestinian people and the terms of reference for the peace process, including going to the Security Council, the United Nations General Assembly, and other international organizations.

7- Warning that Israel, the occupying Power, is implementing the terms of the deal by force, ignoring international legitimacy decisions, holding the United States and Israel fully responsible for the consequences of this policy, and calling on the international community to address any actions taken by the occupation government on the ground.

8- Emphasizing complete support for the struggle of the Palestinian people and its national leadership, led by His Excellency President Mahmoud Abbas, President of the State of Palestine, in the face of this deal and any deal that undermines the inalienable rights of the Palestinian people and aims to impose facts contrary to international law, international legitimacy decisions, and the Arab peace initiative.
