The Russian Defense Ministry said Saturday that in a letter sent to the largest US general on July last July, it proposed cooperation with the United States with regard to Syrian refugees and mine clearance.
The ministry said in a statement that the proposals for refugees related to a refugee camp on both knees.
Russian army chief of Staff Valery Gerasimov said Moscow was ready to discuss with Damascus the guarantees for the safety of stranded refugees and create conditions for their return to their homes.
The two-way camp is located within a 55-kilometre-radius of the United States to ensure the safety of its base near the Iraqi-Syrian border.
"A proposal has also been made to coordinate a humanitarian demining operation, including in Raqqa and other priority humanitarian issues," the Russian Defense Ministry said.
The Russian letter, according to the statement, contained a proposal on coordination in mine-clearance operations, including in Raqqa, as well as the resolution of other pressing humanitarian issues aimed at restoring the peaceful course of life throughout the Syrian territory and thwarting the attempts of terrorists to recruit refugees into their ranks.
"We are disappointed to see that the US side is unable to comply with the agreements on the non-disclosure of the contents of the communication between the two parties without their consent," the statement said.
The Russian defense expressed the hope that the US side would take necessary measures to prevent the recurrence of such violations of bilateral agreements in the future.
"The channel of communication between the Russian General staff and the US Joint Chiefs is able to ward off the incidents between our armed forces," the ministry said, allowing for mutually acceptable solutions in line with the interests of the two countries.
