In his speech, Al-Batsh stressed, "The necessity of launching a national campaign to confront the annexation plan and the deal of the century, forming a united national front for popular resistance to manage the field engagement, and forming popular protection committees in the West Bank to address the settlers and annexation measures." He stated that "the plan to confront the annexation requires a continuous program in Gaza, the movement of foreign popular arenas and the mobilization of Palestinian committees and institutions abroad for this confrontation." The plan, which the factions adopted during the conference, was divided into three levels: the first is the national level, the second is the Arab and Islamic level, and the third is the international level. The plan called for activating comprehensive resistance as the most effective way to manage the conflict and confront occupation measures on the ground and liquidation schemes. This calls for an escalation of resistance in all Palestinian areas through an escalating national program to confront annexation decisions in the targeted areas in the West Bank. She stressed the necessity of inviting the general secretaries of the factions to an urgent meeting to face the decisions of annexation, restore national unity, agree on a national strategy to face the current challenges, and rebuild the Palestinian political system, particularly the Palestine Liberation Organization, on the basis of partnership and democracy, ensuring the participation of all. And announced the launch of the national campaign to confront the annexation schemes and the deal of the century and the formation of a unified national front for the popular resistance to manage the field engagement, confront the occupation plans, and prepare a confrontation program, and that this campaign can emerge from the formation of the People´s Protection Committees in the West Bank to address the settlers and the annexation procedures, coinciding with the activities and a continuous program In the Gaza Strip, mobilizing foreign popular arenas and mobilizing Palestinian committees, institutions, embassies and consulates in the service of the goal of countering measures. At the global level, the plan held the international community responsible for granting cover to the occupation to continue the annexation and settlement measures, demanding the United Nations to place the occupation entity under international law, implementing equitable international legitimacy decisions for our people, and urgently calling a meeting of the General Assembly to discuss escalating occupation measures on the ground, with the support of all Supporting countries for the Palestinian people. The occupation government intends to start procedures to annex the Jordan Valley and settlements in the occupied West Bank on the first of next July. Palestinian estimates indicate that the Israeli annexation will reach more than 30 percent of the West Bank. The official and popular Palestinian rejection of the Israeli annexation plan is escalating, along with international warnings that it will eliminate the possibility of resolving the conflict according to the principle of two states.
